Decision-making


The first information gathered, followed by the Emergency measures results of measurements and analyses, as well as the predictions made by modelling dictate the emergency measures to be taken and the response techniques to be deployed. Three possible scenarios exist in terms of response:

  • response is impossible because the window of opportunity is too small, for instance in the case of the sudden complete disintegration of a ship,
  • response is too risky because the substance is too reactive or because no information is available on the substance(s) involved,
  • response is possible because the risk is known, measured or even controlled.
